In a recent appearance on Joy News' AM Show, the topic of a presidential third term sparked concern. As the Majority Leader of Parliament addressed the host's questions, I listened with a sense of urgency, fearing two potential outcomes. Firstly, I anticipated a hasty dismissal of the conversation, warning against any attempts to challenge term limits. Secondly, I worried that engaging with the topic might inadvertently validate the narrative of a potential constitutional reinterpretation by the current administration, aiming to extend the President's stay in office.

The narrative suggests a reinterpretation of the two-term limit to benefit the current President. I urge those behind such plans, whether driven by political mischief or genuine intent, to reconsider the risks involved, especially at a time when West Africa's democracy is under scrutiny.

Ghanaians' Strong Support for Term Limits

It's crucial to understand the context. According to the Afrobarometer survey, Ghanaians overwhelmingly support two-term limits for their President.

In the survey, respondents were asked: "Which statement best reflects your view? Choose Statement 1 or Statement 2. [Probing for strength of opinion: Agree or Strongly Agree]

The Constitution should limit the President to serving a maximum of two terms in office.

There should be no constitutional limit on how long the President can serve."

The most recent survey (Round 10, 2024) revealed a 71% majority favoring term limits, while 27% opposed them. This question has been asked seven times since 2002, consistently showing strong support for two-term limits, ranging from 70% to 80%.

Neighboring countries that have successfully manipulated term limits often do so for political entrenchment, but Ghanaians strongly oppose such practices.

Three survey questions further illustrate this point:

  • In Round 9 (2022), 69% supported the idea that "in a democracy, power should change hands between political parties."
  • In Round 10 (2024), 37% supported the notion that "as long as a government is elected freely and fairly, it doesn't matter if one party consistently wins."
  • The rejection of one-party rule increased from 78% in 1999 to 85% in 2024, while opposition to one-man rule remained at 86% and 87%, respectively.

Despite this context, the consequences of tampering with term limits could be detrimental to Ghana's democracy.

Saying No: A Commitment to Constitutional Integrity

The President has consistently affirmed his commitment to respecting constitutional term limits. I trust this stance will endure. Allowing the conversation to persist could tarnish his legacy. The President should continue to forcefully reject the idea and assure the public of his adherence to term limits.

Similarly, those advocating for a third term must be denied support. Our political parties have maintained peace and stability, even during election years, by mutually accepting political competition as a means to gain and retain power. Any attempt to reinterpret term limits may jeopardize this delicate balance.

The media, while essential for public discourse, should exercise caution in their questioning to avoid perpetuating the debate. I urge them to approach the topic with circumspection.

In the interest of Ghana's democratic stability, we must all say no to the idea of a presidential third term.
