Rugby League Eligibility Rules Change: Ponga to Kiwis, McLean to NSW? | Johnathan Thurston's Take (2026)

Startling shift in Origin rules could redraw the rugby league map, and the ripple effects are already being felt. Legend Johnathan Thurston has lent his support to a sweeping eligibility overhaul that may see Kalyn Ponga suit up for the Kiwis at the Rugby League World Cup 2026, while Casey McLean could find himself in NSW colours.

Following the announcement that Auckland’s Eden Park will host a State of Origin match in 2027, the Australian Rugby League Commission opened the door for any player eligible for NSW or Queensland to be selected, regardless of prior international appearances for New Zealand or England. The qualification criteria for Blues or Maroons now hinge on either birth in NSW/Queensland or residence there before age 13, with the sole exception being a player whose parent or parents played Origin.

A major reform allows players not required to be Kangaroos candidates, enabling opportunities for players like Casey McLean—the Panthers’ precocious talent born and raised in Sydney but aligned with the Kiwis—to be considered by Blues coach Laurie Daley.

“There is a huge opportunity to grow the game internationally and I hope that is where we put all of our eggs. We want the best players playing the game and Kalyn Ponga is a superstar of our game so if he is going to represent New Zealand it will bring more eyeballs to the game.”

International rugby league figureheads welcomed the change, with NZRL and league officials highlighting how the policy could relieve pressure on young talents choosing between country and state. Victor Radley and AJ Brimson, both born in England but so far capped for Australia in different capacities, are cited as examples of players whose eligibility paths could broaden under the new rules.

The most significant upside, many argue, is the strengthening of international rugby league. Ponga’s potential Kiwis switch could be a catalyst, paving smoother paths for talents like Ethan Strange, Kaeo Weekes, and Jack Howarth to represent New Zealand without jeopardising their Origin prospects. Likewise, Max King and rising Maroons halfback Sam Walker could simultaneously be eligible for England if they were born there.

Thurston, whose Queensland run included 37 consecutive State of Origin appearances and who played 38 Tests for Australia, believes the rule changes will bolster both the international game and Origin. Speaking at Eden Park after the dual Origin announcements, he asserted that boosting international growth should be the priority and that the changes were the right move for the sport.

Ponga, born in Western Australia to New Zealand–born parents and a former junior golf champion in New Zealand, qualifies for Queensland due to his move there before age 13. He has previously represented the Maori All Stars and hinted recently that he is open to playing for the Kiwis. After representing Australia at the World Cup 9s in 2019, switching allegiance would require a formal application to International Rugby League. A precedent exists from the previous year when Brimson, who also played in the World Cup 9s, swapped from Australia to England.

NZRL chief executive Greg Peters welcomed the rule shift, stating it relieves the pressure on young players torn between country and state and praising the Commission’s decision as fair and brave. Peters credited the Auckland announcement for reinforcing the transformative impact of the policy, while highlighting ongoing efforts to advocate for flexible eligibility across the sport.

Controversy outlook: this change is sure to spark debate about national identity in sport and the balance between opportunity and allegiance. Do you think relaxing these eligibility rules strengthens rugby league globally, or does it dilute the meaning of representing a specific nation? Share your take in the comments.
